Anchorage Police said Christopher Baker, 39, was charged with animal cruelty. The charging document said he was seen 'dragging and strangling a black dog in the 100 block of Eagle Street near downtown late Thursday.
Police officers said they spotted Baker hanging the lifeless Labrador from a wooden fence with a leash around its neck. Baker allegedly tried to fight with officers and was eventually tased. Police added a charge of resisting arrest.
